In addition, there is an establishment of 3 support staff and 20 volunteers. 4 Accountability and context 4.1 The Centre Manager is accountable, through the Chair, to the Centre Trustees for the deployment and management of all volunteer and paid staff of the Centre. He/She must work within local policies decided by the Trustees within the overall framework of Relate Central Office's Federation Agreement. In discharging this accountability he/she: must create and maintain a working environment in which the provision and development of services to clients can thrive must maintain the confidence of funding public authorities and other bodies with which the Centre works, in addition to colleagues in the Centre has access to the Relate Central Office support staff. 5 Key tasks 5.1 General 5.1.1 Leads, manages and co-ordinates all the activities of the Centre, reporting as appropriate to the Trustees. 5.1.2 Identifies issues which have policy and practice implications and brings these to the attention of the Trustees with appropriate information and recommendations. 5.1.3 Seeks to ensure that all work practices at the Centre are sensitive and responsive to the needs of the clients. 5.1.4 Advises the Trustees, as the policy-making body, on matters concerning the management and strategy of the Centre, and ensures that the Board of Trustees is properly serviced. 5.1.5 Initiates discussion on the recruitment of officers and new Trustees. 5.1.6 Ensures that the services of the Centre are accessible and relevant to all members of the community, and that the Centre's practice on equal opportunities is in line with Federation policy. 5.2 Personnel 5.2.1 Is responsible for the recruitment and induction of all volunteer and paid staff, within Federation policy, particularly as it applies to practitioners, and that all staff are provided with a current job description. 5.2.2 Ensures that ongoing training, supervision and support are provided for all staff. 5.2.3 Ensures that arrangements are made for an annual assessment/appraisal of all staff. 5.2.4 Liaises closely with practitioners to ensure effective management of client services. 5.2.5 Liaises closely with the appropriate supervisor in order to ensure effective management and supervision of practitioners. 5.2.6 Develops and maintains effective systems for the payment of practitioners, support staff and others. 5.2.7 Ensures that procedures are in place for discipline, grievance and appeals. 5.3 Finance and budgeting 5.3.1 In conjunction with the Honorary Treasurer, prepares and presents an annual budget to the Trustees, manages the Centre's finances within this budget, and reports regularly to the Trustees on performance against it. 5.3.2 In consultation with the Trustees prepares and presents grant applications to funders and tenders for contracts to public authorities. 5.3.3 Works to secure funds to meet the Centre's commitments, and identifies appropriate developments which generate alternative sources of funding. 5.3.4 Monitors and reviews levels of payments made by clients to the Centre. 5.4 Planning 5.4.1 Initiates appropriate research as a basis for planning. 5.4.2 In association with the Trustees, contributes to the preparation of an annual plan for the Centre in conjunction with the budget. 5.4.3 Advises the Trustees of potential developments in response to changing needs in the community. 5.4.4 In association with the Trustees evaluates and monitors the annual plan. 5.5 Communications and public relations 4.5.1 Ensures that the communication network is effective within the Centre. 4.5.2 Keeps Relate Central Office informed of developments in the Centre. 4.5.3 Develops and maintains working relationships with other Relate Centres. 4.5.4 Co-ordinates an effective programme of work with the media. 4.5.5 Liaises and maintains links with appropriate statutory and voluntary and professional bodies. 4.5.6 Represents Relate in appropriate local networks. 5.6 Administration, health and safety 5.6.1 Maintains administrative systems in support of the activities of the Centre. 5.6.2 Develops and maintains efficient and confidential records. 5.6.3 Ensures that premises and equipment are maintained to a high standard. 5.6.4 Ensures that a health and safety policy is in place in line with current legislation and local regulations.
